A friend of mine had her dress (bought in the UK) altered there, no problem. Some other shops would only alter stuff if you had bought it from them too.

The pronuptia in France is known to make their money from alterations more than selling dresses. I guess it might be the same here too.
There's a bridal shop right across the road from where I live. I think the address would be Universitaetstrasse 83. But if you take tram 9 or 10 to Winkelriedstrasse tram stop, it's right there.
The shop next to it is I think a man's formal dress hire shop. I'm not sure if they do women's things.
