They have been known to send those letters to non-existent addresses too, for example to number 13 on every single street of an estate which had been built with no number 13s.

As analogue TV gets switched off (it's already started, and the target date is 2010), you'll have to register to get digital TV, or simply do without.
As Lob points out above, if you've got digital TV, you've also got radio, and of course you've registered with your supplier to get them, so there's no escape.
