I'm not sure if there is a difference for halls or specific regulation in Vaud, but in Zürich if you rent a room or flat you need to have an insurance for the property you are renting. So i would asume that your british insurance will not cover this.
Many landlords pretend that you have to have insurance, so they can save money on theirs. In reality there is no law compelling tenants (at the very least in Zurich) to insure anything.

Speaking for myself I have absolutely no insurance covering anything except my health and minimum insurance on my car (both required by law).

I know what a crazy risk-taker I am...

Now in the case of the original poster, does this letter come from your landlord, or is it actually from the government of Vaud telling you that you must have this insurance.

If it's just your landlord telling you to buy insurance because "it's the law", ask him to provide you the exact reference to the law in question so that you can verify it for yourself. There's a very good chance he's telling you fibs (if Zurich and Vaud have anything in common that is).
