I presume that the sentence "Married couples will however not notice any effects before 2009." means that when you pay 2008 tax in Zurich for instance in 2009, it will be cheaper then. In Kanton Aagau we pay in advance - perhaps I will notice a difference sooner?
Whichever way - it is still good news - pity you cannot back date it to when you got married.
