I doubt this. Had to call the police twice because of noise and never had to pay.
Those CHF 200.- (more or less) are to be paid by the loud neighbours as a fine, unless you/the caller were completely wrong and the police was called for nothing.
Basic restrictions as I know it:
12 - 13 o'clock: no music making (depending on house rules)
22 - 7 o'clock: sleep time, no noise *hint hint my neighbours* especially if you live in a building were you can hear others fart
Sundays/holidays: no loud noise/construction working, no laundry (might be different depending the house rules), no chores unless you hoover for a few minutes (house rules again) and are generally known to not be an annoying tenant.
All other times:
Listening and making music or watching TV, partying at acceptable volume so that you don't annoy neighbours is always appreciated
