There is a noise level at which they can legally complain and, unless you're using a PA system, there's no way you would be going over that noise level with ordinary chatter and laughter. They're probably just jealous that you have friends ...
While I get that it should be OK to make noise a bit later than that, I know from previous experience that it can be really really annoying in a badly insulated flat when you are doing shift work and have to get up at 4am and are trying to get to sleep....... chairs scraping, laughter..... it makes it impossible to relax......
