Birth registration, passports and Child benefit

Hi all,

Seen plenty on the forums here regarding registration of births etc, and we've done all this with our most recent. But there seems to be a information section missing - registering for Child Benefit.

We have the birth certificate etc, and now we want to apply for CH Child benefit. Except we now need to provide a copy of his passport to do this. 'Fair enough' we think, we will apply for one.

Except it looks like we need to register with the Home Office as part of this, and given we are both british nationals - we do this via the MN1 form...

...which costs an outrageous £551 to process!

Frankly, we'd like to avoid forking out £551 if we can - particularly right now, so is home Office registration compulsory to apply for my sons passport, gven we're both UK nationals?
