The Irish well they don't count, The Ticinese or whatever you want to call them ban it to outside ie on the Piste where they spend most of their lives. The italians ban it to the nice covered outside area of the restaurant - was there recently to see it first hand - and rely on the fact it is warm for 9 months of the year. BUT as of February the FRENCH YES FRENCH are banning it in all public places and if they can do it and get away with it and enforce it then the Swiss will have an easy time
