Are you getting your information from the Gemeinde in Horgen?

I did mine at the Strassenverkehrsamt in Zurich and had no problems. My wife's went through the Horgen Gemeinde and she ended up having to get a letter from home.

The Strassenverkehrsamt should also be able to answer a question like that.
