I was told by the tour guide who took me to Luxor that the highest concentration of Egyptian artifacts outside Egypt is in London/Paris.
Retrospective states did a good job of stealing artifacts in the 1800/1900's and returning them home. I believe Italy has a lot of significant papyrus also.
