Students or people here for training. I'm a post-doc and am covered via tradiconsult and it was approved by the cantonal authorities as it was for other post-doc coworkers.

I've mentioned this before but will say it again. I have tradiconsult, I had an accident right after I moved here. I am not covered by the university because I am not an employee, tradiconsult paid a CHF 50,000 hospital bill without my having to do a darn thing. I should mention though that it took several times my sending the same documentation and several phone calls by my advisors secretary before it was exempt but if you keep trying, it will happen.
