After reading the Wonderful Post I am convinced you are the right person to ask this question:
I am getting an e-mail notification from one of the websites called Nachbarschaft24, they are claiming that I registered on their Website & as per the terms & conditions I have to pay them some 59 Euro. I never loged on their website, however they did send me a e-mail notification of registration & they do have my IP saying I loged in from this IP.
After that I realised that my Access Point was not protected & it is quite possible that somebody abused it or there can be hundered other reasons.
Now when I told them this they are telling me either to send a Police report of the matter or they are threatening me to take to court. The company is somewhere in UAE (Middle East) & every time they send me an e-mail the address of their local office is changed.
I need your kind advice for how I should deal with this matter, as being a foreigner I relly don't want any thing in my records. Please guide me how I should deal with this matter?

If you are certain that you did not register on this website, then ignore their threats.
If they are located in the UAE, I really doubt that they will issue court proceedings in Switzerland. Taking you to court will cost them more than EUR 59. In any event, there are other debt recovery avenues they have to explore before they can even take this matter to court.
I think this is a scam. They are just trying to scare and threaten you into paying them money. Who knows what might happen after you pay? They may somehow find out your bank account details, and the saga will continue. Further, paying the requested EUR 59 might amount to acknowledgement of your registration on their website, and perhaps a host of other things that you do not know about.
Just ignore them, or report the matter yourself to the police.
