As someone who volunteers twice a year for Kleidersammlung (clothes collection), and I'm sure paper collection is the same way, the reason we want you to tie everything down (in the free bags that are given or any other type of bag that is tied, we don't care) is to prevent loose clothing flying all over the place. I'm sure it is the same with paper. I don't know 100% but I think if you put it in the paper shopping bags and then tie the shopping bags it will be collected.
