I don't see how "get in touch with the embassy" is any more helpful. (Where do I find a phone number? In the phonebook).

And if you want to see the reasoning behind it here goes: the immigration law only allows for family reunions when the spouses are currently sharing the same domicile, and also a strong functioning relationship such as marriage or partnership can be readily demonstrated.
Further, a permit could be delivered in cases of extreme hardship such as mother passing away and there'd be less disruption for the child to be kept here and allowing the father to take care of it as opposed to sending the child to live with the father on an uncertain status in the UK.
