Yes, they did this as of October 1st and I'm not happy about it. Not being in the EU has its advantages but this is not one of them. Processing fee has gone from 10 francs to 18. Page 42 on the link below (only in German).

Just to summarise for those not in the know....

If you receive goods from outside Switzerland via the NORMAL post office delivery that have a value of 65,70 Francs or more you will be hit with an 18 Franc processing fee plus VAT of 7.6%. If Grandma is sending you presents the value goes up to 100 Francs.
