I opened an account with Postfinance while living in Romania, which even by a wide definition of "neighbouring" wouldn't qualify.
No minimum amount at all; no problems, everything went smoothly.
PF is not very "sexy" but nowadays that's a quality in a bank...
Obviously though numbered accounts are not among the options, but I don't think you'd find that anywhere in CH anymore.
