Hi Roland,
The 8Sfr card is only valid in zones 10,11,and 13. For a Tagscard that would cover Liestal you will need the TNW 14Sfr one (

It is cheaper to buy a return ticket from Basel station (if you are concerned about getting a ticket in Liestal), but in the years of heading to Liestal I have never had a problem buying a ticket back - Getting onto the very busy trains however
