I have a non-EU passport and apply for Schengen visa regularly - I've never been asked/told that I have to enter the issuing Schengen country first.

The last time I had applied via the Spanish embassy - and drove to UK via France - first port of entry was France - where I was stopped and the passport checked - no problem whatsoever.

@pradeep - I have an Indian passport and initially had an L permit - Yes, you can apply for a Schengen visa and get it - the important think is the validity of your L-permit - they only issue a visa (usually 90 days) which is valid within the L-permit validity.

Best thing would be to call the embassy for information - that way they can also tell you what documents you need to take along and you can save yourself a trip.
