It appears to be tolerated if the traffic is stationary (was waved through by traffic cop stuck in huge jam - might just have been my lucky day).

If traffic isn't stationary then it's illegal - undertaking.

Unless you are on a scooter of course - apparently the rules do not apply to them . Or cyclists for that matter.

And keep off chevrons - they are there for a reason. Watch this if you want to know what that reason is - warning, not for the faint hearted.
