You are correct, they still offer loan through St. Gallen University. However, due to economic reasons, the school has been unable to provide the entire funding for the program. From what I'm told, most MBA students are getting less than 50% of their tuition covered through the St. Gallen Loan. It used to be 87.5% in previous years. I received 30000CHF, which is the highest award this year, so I'm told. I have already heard of several MBA students defer their admissions until next year due to the economy. Hopefully, you and your awesome MBA can turn things around.
