It shouldn't be compulsory because there are plenty of expat families collecting child support (Kinderzulage) and being paid for their maternity leave, most of whom won't have this book (Familienbuchlein.)

Maternity leave should be coordinated with your HR department so perhaps start your enquiry there. The birth certificate of your child should be enough to satisfy their payment requirements.
