My bank (UBS) told when when opening the salary account that I can only apply for a credit card when I have the B-permit. So far I ended up with a L-permit and still waiting for bank replies. But as long as you are employed the bank shouldn't make any trouble.

Horseshit.
I got an credit card from UBS on an "L" (after about 10 months).
My friend got one within a month of arriving in Switzerland with an "L" permit.

The branch do not make the decision - there is a separate card unit that will decide.
