I found the website from the International Students Handbook which is also a good source of finding an apartment in Switzerland, esp Lugano.

I've checked the website and found some reasonable price to rent a room with a good location. I guess those of you who are living in Europe, particularly in Switzerland itself and Italy have the advantage of checking the place before making a deal to rent. I would only be able to arrive in Lugano in early Sept 2007... pity me However I hope I can secure an accommodation with a reasonable price.
