The website you mentioned says that those courses are (also) given in Effretikon, Pfäffikon, Brüttisellen, Dübendorf, Hinwil, Rüti and Egg.

I try to translate the specifications:

Courses...

- are low-threshold
- are given in small classes (limit: 14 people)
- provide free child care
- are mixed (sex, nationality, age)
- are built on each other (following European Framework of Reference for Languages)
- are based on hermeneutic foreign language tuition
- are given by qualified teachers
- are under cantonal control

Costs are very low: Max 5 Fr./lesson/person
