When I was over to the home of my brother-in-law recently I saw that their upstairs-neighbor had built a cat ramp from the ground to their terrace (1st floor, b-i-l is on entry floor)... would something like that work for you?

Then you could put a cat flap in the terrace door (or a window besides bedroom if you can put the ramp to that) for the cat to come in and out.
We could do that for the living-room window I suppose (it's at a low 1st floor height), but I still think she would be reluctant to use it to go out and if we lock it to stop her coming in, she just revert to scratchin at our window. Should we just bite the bullet and not let her in, hoping she see the fruitlessness of it? Ideally we want her to stay out all night, after all, she spends most of the daytime asleep under our bed anyway .
