Hi, I don't mean to sound unrealistic or anything. But. If she's really determined, she can find her way here. I know tons of people with jobs here who don't really speak French (I'm in GE).
Also, I'm considered non-EU for like a year or so more (yeah, waiting for 2011 like salvation XD), but I'm really determined to find a job and get a permit. And I don't get why I shouldn't. It's good for the state, good for statistics, good for everyone. I'm willing to earn a little less and pay taxes and spend my money on good Swiss products ;D See?
So a piece of advice for your friend: it's a hard world here (I guess everywhere nowadays) but if she's determined and likes it here and really wants to stick it through thick and thin -- well, it's possible!
Good luck! And don't ever get pessimistic. That doesn't pay off
