Just get a simple water filter like Brita Maxtra with a jug, it filters out the calcium carbonate that is responsible for making disastrous cups of tea...One filter lasts me about 5 weeks in an area with very hard water; they cost a few francs each if you buy them on special and the jug is 30-40chf.

And not all kantons put fluoride in the water.
