Hmmm. When I registered my bike (which had been sitting around unregistered for awhile) I was directly given a bill for the road tax remaining for the year. I registered it in July and the fee was about half of what a full year's tax should have been. Perhaps as you registered so late in the year they are letting you off? (not very likely. I really can't imagine this being true.)
