I believe all recent EU passports have a digital representation of the photo stored on a machine-readable chip. At least for the Hungarian passports that's the case. At the same time, that's also all that's required by the EU and the US - nobody (as yet) demands for fingerprints to be stored in the passport. Switzerland just volunteered to have the prints taken so they can later be used for criminal investigations (not yet possible but will be within a couple of years).
