We're still waiting for Motorola to release a desktop sync solution.
The problem you were having, btw. is caused by a security feature Google deliberately put in for business users - if your phone gets stolen and someone puts a different SIM-card in, the data connected to the Google account becomes inaccessible until you enter the account password. Since the password isn't cached locally (also for security reasons), an internet connection is required to authenticate.
I personally prefer it that way. I guess it wouldn't be an issue in the States, where you get country-wide data included in all GSM plans but apparently Google didn't think far enough to realize that data roaming in Europa is almost impossible due to the massive costs.
I just know one thing for sure: I'll never go back to Windows Mobile 6.x - desktop syncing is the only thing that's better about it - apart from that, it sucks massively.
