Tax advisors in Switzerland - license requirements

Dear All,

I am interested to know whether financial advisors working in Switzerland providing advice to Swiss residents (Permit B or C) must be licensed in Switzerland or working under a Swiss registered company (Sarl or SA).
For example, can a licensed company and/or individual based in France or Germany come into Switzerland to provide financial advice?
If so, do they need to be licensed to conduct business in Switzerland? Can they operate under their existing ex-Swiss company to conduct business here?

I am asking not because I am thinking of doing this, rather I have been swindled and looking for legal recourse.

I appreciate any help that is available on this subject and appropriate hyperlinks if possible.
