I suspect the Swiss practical won't count because it's on inland waterways and the theory seems to be different from CEVNI by accounts above. If you are a UK citizen you should be able to get the ICC from the RYA - free to members, about 38 squid to non-members - if the level 2 powerboat qualifies you for it (but would then be endorsed for power not sail). Otherwise there are many places you can go and do the ICC on its own - most sailing schools in Gib and the Med will do it. However, since most charters are week by week, you'd probably need to reckon on doing the ICC in the first week and charter in the second
