It is interesting that this got through as the legal situation is different in the various countries. For example in Germany it is the person who is driving who is liable and not the owner of the car, with no subsequent blame for the owner, unless they refuse to name the driver. In the UK akin to many other countries the person driving is responsible and if the owner cannot identify the driver then the owner is liable...
Note if your spouse was driving the car at high speed in Germany where high speed was not allowed and the car is in your name, the fine will come with a picture in your name. You can then go to the police station and state I do not know the driver and it is not me - look different sex.
