They allow you to "travel through", not travel into. This is the transit visa exemption for B/C permit holders. It's not only for Italy but applies to all Schengen countries as long as:
Your stay doesn't exceed 5 days
Your final destination is your home country. (and maybe Switzerland)
I'm not so sure how they enforce the second rule on motorways however..

| And one other thing I've found during I'net surf, which could be useful for some people: Italy allows you to travel now without visa at all if you hold valid B or C permit. If that was known so far - sorry. Good chance to get to see for some time... At least this is what I planned.
