I've seen many EU registered cars with zurich parking permits. Get info here (in german)

If the car has plates other than Swiss ones then it must be registered in another country. The parking permit, if available to foreign registered cars, surely can't mean that the car is Swiss registered. It may be know to the local authorities for parking purposes but that’s all.
