Most likely the Swiss Federal Department of Economic Affairs and its State Secretariat for Economic Affairs (SECO).

An equivalent to the German IHK does not exist. Chambers of commerce and industry exists in Switzerland, however, they are not public but private institutions without a membership requirement. An example is the Zürich Chamber of Commerce.
