If your radiator's like my floor heating (
Bodenheizung) it's hot water that's suppose to be running through those pipes, not steam. The problem you are experiencing is when air accumulates in the system. Upper floors suffer from this problem the most because the air rises to the top of the heating lines. Somewhere on your radiators there should be a bleed valve to remove the excess air, the system really should be bled (at the very least) at the beginning of the heating season. I've included a couple of pictures to show you what I mean. Remember mine isn't a radiator system like yours rather it's pipes that run under the floors (
Bodenheizung) but I think you should have something similar on your radiators (maybe 2?).
The next picture demonstrates how to bleed the system. There's a special 5mm key (see it's on the bleed valve now) which can be bought at just about any D.I.Y shop (
Coop, Migros, Jumbo) for about 1chf. Get yourself a 1 meter length of 10mm tubbing and a bucket. Be sure the radiator is already open to it's highest setting then open the bleed valve slowly. Careful, it might spit a little and the water may be very warm (55°-60°c). Once the water flows smoothly without any more spitting you're done. You should be able to enjoy a good nights rest :-)

Hauswart) should be able to do this for you but if he's like most
