I had a somewhat similar issue a little while ago. I ordered a vast collection of outdoorsy gear from amazon. One of the items, a knife, was missing. It was supposed to be in a smaller box amongst all the other stuff. The box was there, the bubble wrap supposed to hold the knife too, but the knife was not in it. I took pictures of the packaging and the empty box of the knife and sent the photos to the seller who then took it up with the shipping company and ultimately the insurance paid for it.

As a seller I might say tough poop, it was fine when it left me, deal with the third party who opened it. Same as a courier, it was fine when we gave it to customs/post, talk to them. And as an insurer, we only insure from the point of sale until somebody opens it.

Hopefully it works out well.
Basically.... this is what I was trying to bring up... only I'm not so erudite ...

Part of the job is presumably make spot checks.
This, and the parcel should have been insured and this should include any damage caused by the post.

It seems unlikely that the Pope would have opened the package. And even if he had, he probably wouldn't have broken the watch. I assume that the Pope's infallibility would also apply in the course of his Swiss import/export duties.

Even if he did open it and broke the watch, i'm sure a bit of divine intervention would have quickly solved the problem of the broken watch.

(not necessary applicable to tax payment though )

I agree with you, it is highly unlikely to have done it himself. I suspect he got one of his stripy pyjama wearing halberd wielding chums to do it, after all they are Swiss Guard.

Did the package give details of who the sender was?
The reason is that so many watches are stolen in transit - It could well have been packed properly someone opened it hoping to find an expensive watch and on finding that it was an antique, repackaged it and it was damaged.

If it was a reputable dealer they would know how to pack watches for transit.

Follow up:

It is just possible that packages marked "watch" are opened for investigative purposes--quite probably mechanical exploration, watch mechanics reported back to local watchmakers--and that anyone importing watches immediately goes on a permanent watchlist?

why? they are considerably cheaper to buy outside of switzerland, even when they where originally made here
