One has to speak 70% German to hire a Camping-Car? Really?

I am not sure if this rule is for real or of if this rental place is just to lazy to engage with me.

I saw an offer on Dein-Deal to rent a camping-car for 1 week at 50% less ( ~800 Chf).
http://www.deindeal.ch/fr/collection.../option/179911

I contacted the supplier as I had a few questions I wanted to clarify before buying the deal.
I wrote to them in English with my questions. I added a google translate German version of it. I also said to them I can speak French if they dont speak English.

I got this reply:
"Dear Mister

best thanks for your inquiry. Due to the safety instructions that we are on our vehicles german we can rent to people who speak 70% or more German. Thank you for your understanding."

Does this rule really exist? or is this guy just lazy?
Surely business can be done in any official language of the country?

Off course its true! But the 70% rule can be interpreted as 70% of nothing meaning you may already qualify

I'd say it is entirely up to him how he runs his business.

It probably makes sense though, if all manuals and instructions are in German then maybe you'd struggle should anything happen.

I guess he's had issues in the past, so covering himself.

How much is 70% of German language anyway? And can you choose which 70% you speak or is there a rule for that too?

Does the average German speak 70% German.

I just did a quick estimate and I only speak 47% English.

OP, what would you do if you got a reponse to a french ad in english that said you could just as well converse in french? Why didn't you use french right off?

That 70% could be a reference to how many swiss speak german, french, italian. Just a guess.
