Does whoever told you that he's new to the village have an idea of whereabouts he lives? I'd be tempted to ring on his door (or go all swiss and write him a polite but terse letter) asking if he's any idea who the car belongs to as it's parked on a privately rented space and the police are actively looking for the owner..... you just wanted to warn them before they were caught.

Either that or go down the british route and bravely let just enough air out of his tyres to render the car almost but not totally undrivable.

I read this and appreciate, but the landlord is also our neighbour, so there's delicate balance as he doesn't want to be liable for the 600 CHF either and he is the one who told the police he would not be liable for payment, hence no further action so far. Car still there, third evening...

I did, just that. Very polite request to inform the car owner if they know who it is. He has just knocked on my door, quite furious. It would appear the neighbour got the wrong Spaniard! Embarrassing, deeply.

Is it is possible to find out who owns the car? If so, you might get the right Spaniard. And find out how to contact him in Spain or in Switzerland.
Perhaps someone on https://www.eyeonspain.com/ would know if there is a car register that can be accessed by the public.

I know someone that had an issue with a car using a space. Repeated requests were ignored. 1 day plastic vinyl wrap somehow became superglued to many different windows... car was never parked there again.

This version is, however, actually harmless to the car (no accusations of damaging property) but makes the point:
