Because CIOs get bonuses for reducing the budget. When it turns out that it actually costs more, and that the company has lost control over it's own IT, the CIO (and the people who set his bonuses) have moved on*. Aggressive offshoring of IT systems is akin to giving yourself a lobotomy and handing your cerebral cortex over to a third party to manage. There are thousands of companies globally. Some even now are only just sticking their toes into the off-shoring sea, hence there's still a lot of money (and bonuses) to be made. Many companies are now insourcing. While there is definitely scope for outsourcing, it certainly isn't a cure-all.

I've worked with some great Indian IT specialists, but the majority of the ones I've dealt with remotely have simply not been very good. I've had nothing like the same problems dealing remotely with Eastern Europeans.

Here's an interesting blog, by an Indian, which sheds light on the off-shoring industry, and why quality of staff is often very low. Worth reading the comments from those who justify faking their CVs.




* Highly amusing when Satyam folded and executives were emulating headless chickens squawking "who owns our data?", "who owns our systems?".

Honestly, I would be surprised if anyone said they are not aware that western employers are increasingly under pressure by locals to keep all possible jobs within their country. Has been so for quite a while now. It is actively practised too. Unless people qualify with exceptionally rare experience, it makes sense that preference be given to locals. I don't see anything wrong with this at all, a nation has to protect its own citizen's interest foremost.

That being said, I think the ad was just a shorter version of the above paragraph. Its purpose is to get attention from a by passer in a short glance, it seems to work to exactly that effect.
But more importantly, it is not anti-India, but a FU to Swiss companies who out-source (and not just to India).

Former Bond star Pierce Brosnan has condemned the "unauthorised and deceptive" use of his image to promote an Indian mouth freshener.

Brosnan caused a stir in India when he appeared in an ad for Pan Bahar, a product many associate with a highly addictive form of chewing tobacco.
