just wondering if its possible to vote in local elections/issues with a C or is it like national elections/initiatives where you have to be a national?

Recently I saw a list of Cantons/Gemeinde in which residents may vote on local decisions. It is not possible throughout all of Switzerland. Will look for the list....

Here in Fribourg canton, it's not just having a C permit. You have to have lived in the same commune for at least 5 years too.

Not sure what you mean by this, but it is indeed law in certain Cantons that make this possible, Vaud being the one I'm most familiar with. The Vaud law on this does not correlate with type of permit, but rather number of years in CH and number of years in Canton. Geneva has something similar, although I believe the years of qualifying are different.

What is not to understand? Pretty simple English if you ask me.
