The tone of the whole piece is : stupid foreigner. Of course its not just tourists or people unfamiliar with the area, that are the problem it's expats (who obviously drink too much).

"A police report from Vaud this week underscores the perils faced by expats with no command of the French language who drink too much."

Nah...he deserves a swift kick in the ass. But I have a feeling that all of this publicity probably more than covers it for the poor (foolish) guy.
