In places where fashion is lived rather than copied (eg. London/ Berlin) second hand clothes are commonly worn to achieve an original look that others would find hard to emulate: everything from silk scarves to kaftans and military parkas are combined.
Vintage clothing on the other hand (unless its a Top Shop attempt at a vintage style) represent a style of a certain era, 1920 cocktails dress for example, Or 1940s spiv suits. They are by definition second-hand, but usually of better craftsmanship and quality than you will find in today's garments.
Although I agree with your bling assessment predominating on the council estates, there is a different class of people in the cities that have little money but can achieve a look by having an eye for a particular statement or style. Be it Camden or Spitalfield Market, Petticoat Lane or Prenzlauerberg.

Two second hand shops in Zug, both on Upper Aldstadt. One on the left and one on the right. Both seemed to sell only womens clothing and there is a new clothes shop for children that has some previously enjoyed items. The baby shop only has baby sized stuff though and the new bits are rather pricey.

Kleiderboerse Agnes - Hottingerstrasse 38, near the Hottingerplaz tram stop - specializes in second-hand women's designer clothing. I've never bought anything there but they sold a formal dress I had to buy for a work do. I think the owner has a branch in Seefeld as well.

How on earth kids manage to get these off to use the bathroom in the night and put them back on by themselves I'll never know.

The absolute must would be Gloryland, in Chavannes-près-Renens, West of Lausanne, right after the end of 'Rue de la Maladière'.
They have close to 5'000m2 of Furniture, music instruments, clothes, etc.
500 meter away from another must go to place : Aligro

Also, as someone mentioned before, there's Fizzen, and I got a nice leather skirt (which would retail for more than CHF200) for 15 francs at the Brocki next to the Basel-Land amt für migration in Frenkendorf.
