Generally speaking, yes it's legal as there's no federal law against "betteln". However, Kanton and/or Gemeinde/Stadt can ban "betteln" at their own discretion. For instance begging seems to have been outlawed in Lausanne since mid-2013.

Additionally, laws protecting public order and safety may be used against beggars, street musicians, etc. I seem to remember that in Zurich city beggars and street musicians had to move after a certain time (after one hour maybe?)(when I lived there, +15 years since).

No reputable organisation (think, Red Cross, Blindenverein, etc) in CH will ever use/send disabled people to beg for money, be it on your doorstep or in the public space. They just don't, ever, full stop. The reason being, doing that would be considered putting undue pressure on the prospective donor as it's much more difficult to say "No" to a handicapped person. What's more, in the public space they'll usually employ a group of people who will use a stand as their base.

In addition, everybody in CH acting on behalf of a respectable organisation will have a license (Ausweis) claiming their ordinary membership of a least one organisation, and personally I would also expect some kind of formal letter or similar ("Frau XY sammelt für uns, die Organisaton ABC, vom 1.1.2010 bis zum 15.1.210 im Gebiet der Stadt Zürich"). This is CH, remember?

With that said, begging under the false pretext of being deaf, blind, mute, etc, or any combination thereof probably constitutes malicious deceit, which is punishable on its own. And as mentioned, there's the issue of spying for burglary. If you decide to call the police you may want lock the front door first.

Believe me, all those allegedly deaf, visually impaired or whatever folks have some kind of a plastic-laminated "license". I've seen many of them, with practically exactly the wording you quoted. Telltales: very cheap looking laminate, fancy-sounding organisations no one knows and Google Translate grammar (so far anyway).

Sometimes they do it at malls too, but there they usually get ousted fairly quickly. I once saw three of them roaming a mall simultaneously, then gathering at the main entrance.

I do not think that all the beggars are ringing the doorbell are the same burglar.
some simply try their luck and some are forced by a Boss like the ones who need to sell at the beach towels and jewelry. In the evening they will be picked up by the boss and have to give him the money.

I know it is difficult to distinguish the right from the wrong. So caution is certainly the best.

And NO it is not allowed!

A quick google brought up this. Take particular note that, while begging is considered to not be Erwerbsarbeit, it's not labeled illegal either.

Granted, the above may well be outdated (it's from 2010). But it still begs the question:
What's your source?

Well, thanks everyone so far for their replies. It is interesting how different they are. I asked my neighbors and they, too, didn't know.

So at least now we are more alert and watch each other's houses more closely, especially after one of the neighbors were burgled last year and my husband claims to this day that it must have been connected to an incident when a beggar came up to our terrace one Saturday afternoon (opening a gate to be able to get in, mind you) where he found hubby cleaning the grill.

Marypoppin has made some interesting contributions
in my work where I work as a nanny we had beggars are ringing at the houses last year. A neighbor called the police. The police have checked their papers and made clear to them that this is not allowed. The police has send them away. i work in Thalwil.

I must admit that this is not sufficient for " it is NOT allowed"

I have had this experience without worrying about whether it is right or wrong. So I apologize for my thoughtless unit

The police were able to act because it's forbidden by Thalwils Polizeiverordnung (article 31).

I guessed he was referring to gypsy beggars and unfortunately, there's a fair chance they're coming from Romania. Though I did the same one time in Germany, in a McDonalds, with a guy who was pushing "leaflets" about his misfortunes...and surprise (), he couldn't understand me. I guess he was a gypsy from Bosnia, Serbia, Albania etc. If they are not dressed traditionally I can't really distinguish between them. (tbh even if dressed traditionally, I've found out that not only our gypsies prefer red/multi-coloured stuff...)

I didn't see any of them here in the German part, nor did I ever had someone beg at my door. Only irritating Jehovah's witnesses so far. Any recipe against them too?
