A little OTT, no?
Here we are in the firstest first world country (so they claim) and yet washing machines are rationed like post war GDR.
I have lived in many apt. complex (in those 3rd world parts of the planet called "not here"), and communal washing machines never required a draconian scheduling system to get along (secret: there was usually more than one pair available). Maybe the greedy landlords who oppress the renting man are the real evil here.
And honestly, I think @ wife of a Swiss just gets creeped out by germs. My OCD can relate.

But washing machines are not rationed, you can buy them anywhere at a bewildering array of price differences.

You can plum them in the bathroom/kitchen without too much problem.

Some people can't as the appartement is too small, well tough, you can't always have you cake and eat it, beggars can't be chosers etc
