best option would be to accept #1 and #2 and if #2 can get a work permit, then #2 is the obvious choice.
No, that would be unfair and unprofessional... but again: companies are not more likely to get a permit than others - the application process is the same and in this case is your profile of course also the exact same. So the employer now needs to answer all the questions and explain why he did not find a decent local candidate... any employer who really wants you can spend that effort. If you get it depends on your education, the job offer, the arguments from an employer. And to be honest: I think employer 2 has the better chance to get you your permit; I know for a fact that salary is a major factor - if you earn more the authorities are more likely to believe that you are indeed a specialist which the employer could not find locally and is therefore worth a permit...

companies are in most cases unprofessional to their current and potential employees, and they could care less. always look out for your own best. good thing is i have a month to decide and i just may go back again to #1, and say look i have been offered x amount by #2. here is the contract. see if you can go above your salary range again, and raise your offer by 25%(settle for 20%) or i'm going with #2.

Re: Which offer would you take?

Just an update. I made my decision to decline both offers and not go through the rigorous process of applying for a work permit due to potentially not receiving a permit, and then down the road in a year or two again potentially not having my permit extended and having to leave Switzerland. My other obvious reasons are that even though I have previously lived in Switzerland, I have had talks with relatives, and former colleagues who still do live in Switzerland, and all have said the economic and social situation has significantly declined in Switzerland. Salary wise as I mentioned offers remained same and it wouldn't improve my current situation overall. The major factor was that from speaking with people, reading recent Swiss news, I get the impression that the county has become very discriminating, should I write racist towards "Eastern Europeans". I dont think my family would feel 100% comfortable in a society that discriminates people from certain countries, whether that would be in school, work, on the street, with neighbors, etc., It just sounds like it is starting to turn into a hostile place.

So you didn't take either job because you might have to leave Switzerland and because you don't want to be in Switzerland? That's clear then
