In Switzerland, a visa is a stamp in your passport that allows you to enter the country. A permit is what you need to live and work here.
The wife will need both. First, she should apply for a D-visa, which is for long-term entry to the country (i.e. not a tourist). The reason for the visa and the permit is family reunification.
Usually with spousal B-permits they have the same working rights. Sometimes the permit is issued without work listed and then when the spouse finds a job he/she goes back to the municipality and the work is added to the permit. It can vary a little from canton to canton.
