I think it has always been hard times, there have always been sacrifice to do... since ages.
I won't believe any economy excuse as if they would ask me for a salary reduction I'd start talking about my children maintenance hehehe .
I wouldn't simply trust such excuses, even if true and founded.

Let's speak frankly. Their target is to get the most paying as less as possible.
We've always to think with a perfect consciousness they are holding us all day in a small office, stealing life hours, and that's pretty much it.

The question you have to ask yourself is wether your function is part of your company's core business (it directly creates a competitive advantage) or is it a supporting function.

In the first case the company will want the best and should pay for it, in the second, good they will aim for good enough and might not want to spend more than what they already do.

If you need the 20%, and are tech driven, consider going contract. Not a bad age to start, you are in your prime now, changes every 2 years are easily explained on your CV. I contracted at your age. In difficult times, companies would take on contractors, and when things got a little worse, fire permies first, as it looks better on the books.

When you find the right company and they ask you to go permie, accept the pay cut on condition that they give you management responsibilities too, and make a path for you in that direction. If all this comes off, you should have your 20% and a career path nicely lined up too.
