I have severe ear blockage due to wax and at this point I would like to know if I can walk in to the University Hospital in the ER section anytime and get a ear cleanup done? What is the common procedure? Will they refer me to an ENT for another day and ask me to come some other time?

I just returned after a vacation so its a little hard for me to take off every now and then

Why don't you phone them and ask?

I have had ear troubles and have been given license to walk into the ENT unit at the Unispital in Zurich without an appointment, but then I have a history.
